The practical changes are about capacity. The order temporarily allows paramedics, pharmacists and midwives to give MMR shots and lets nurses order measles testing. In a rural county with few doctors, that can be the difference between vaccinating contacts within days or within weeks.For most New Yorkers who had two MMR doses, risk stays low: two doses are about 97% effective. The people most at risk are infants too young to be vaccinated, unvaccinated children and adults, pregnant people and anyone with a weakened immune system.
